Radiance Innovative Service (RIS) is a premier human service company in the State of Connecticut. Established in 2010 and headquartered in Hartford, CT, RIS is dedicated to the development of strong families and healthy children. National recognition provided the opportunity for RIS to expand its services to include training and development, and mental health. RIS is 8a Certified, and is recognized as both a Minority Business Enterprise (MBE) and as a Small Disadvantage Business (SDB). Additionally, RIS has been recognized as a certified business affiliate by both the CT State Government and the US Federal Government.

CEO's Bio

Sursatie Chetram Frazier, PhD is the co-founder, CEO and Clinical Director of Connecticut-based Radiance Innovative Services, which offers a wide range of human services programs and professional training. As Chief Executive Officer, Sursatie dedicates herself to the agency’s high standards of corporate citizenship and social responsibility while leading the development and execution of its short and long term strategies. With extensive human services experience in both the public and private sector, Sursatie brings decades of experience to the practices of mental health and substance use, education, child and youth services, behavioral health services, developmental disabilities, leadership, organizational development, project management, and psychological and organizational research.

 

Having conducted her PhD internship at Liberty Community Services in New Haven, Sursatie bolstered her background in serving populations suffering from chronic mental health issues, substance abuse, legal challenges, homelessness, as well as vocational and educational placements. She now serves as a staff clinician at Liberty, conducting psychological assessments, individual psychotherapy and group therapy for adults, using a wide variety of programs including transitional housing, outpatient treatment programs, and a women’s group. Prior to her service at Liberty, Sursatie also served as a PhD intern clinician for Turning Point in New Haven. There, she conducted psychological assessments, individual psychotherapy and group psychotherapy, as well as psychological and substance abuse evaluations for young male adults with co-occurring disorders in both inpatient and outpatient treatment programs.

 

Sursatie began managing the residential programs for adults at Marrakech Inc. in Woodbridge, where she implemented the appropriate Department of Developmental Services regulations for adults with multiple diagnoses. She then served as the Vice President of the Children and Youth Programs, working closely with children, youth and families with Autism and learning disabilities. These referrals were from the Connecticut Department of Children and Families (DCF), based on regulations from the Department of Developmental Services. Prior to her time at Marrakech, Sursatie directed the Connecticut Department of Mental Health and Addiction Services (DMHAS) affiliated Behavioral and Mental Health Program for adults. There she worked with individuals dealing with issues pertaining to chronic mental health, substance abuse, legal problems, homelessness, as well as vocational and educational challenges.

 

Sursatie also served children from birth to 12 years old, as Associate Director for the Child Care Learning Center in West Haven. There she created and implemented educational programs while ensuring that legal, accreditational and state requirements were met. Additionally, she has over 15 years of leadership and management in corporations and non-profit organizations along with years of conducting, publishing and presenting empirical psychological and organizational research.

 

Devoted to forging strong relationships and promoting victim’s rights, Sursatie worked with other professionals to establish “Justice for Children”, an organization for children exposed to domestic violence. She served as Committee Co-Chair of the Northeast regional chapter of ATT’s Employee Recognition Program. She has served as Chair of the Marrakech Human Rights Committee, and is a member of the Multicultural Council, the DCF Subcommittee for CHAP, the DMHAS Young Adult Services Committee, the American Psychological Association, and the Connecticut chapter of the APA. Sursatie holds a PhD in Clinical Psychology from Walden University, an MA in Psychology from the University of New Haven, and a BA in BioPsychology from Hunter College.

President's Bio

Charles A. Frazier has more than 25 years of experience in social services, management, and marketing/business development. A master at relationship building, Charles has successfully integrated his extensive experience in the social services sector with his skills in uncovering and forming strong relationships with business executives across industries, creating a unique social-business perspective.

 

Charles is President and Co-Founder of Radiance Innovative Services, a human services company offering professional training and human services. He is Vice President of Faith Dynamics, the ecumenical subsidiary division of Learning Dynamics, an award-winning training company focused on enhancing the market position of companies of all sizes.

 

Charles has forged an enduring, mutually-beneficial partnership with the Connecticut Department of Children & Families (DCF), where he served the organization in multiple roles, including social worker supervisor, and social worker program manager. In the field of academia, Charles has served as an adjunct professor at Central Connecticut State University (CCSU) and The University of St. Joseph, where he taught courses in “Human Behavior in the Social Environment,” “Social Problems/Social Welfare Policies,” and “Afric-centrist Social Work Practice.” He also served as Field Placement Supervisor at Yale Divinity School.

 

Devoted to the empowerment of individuals through leadership development, Charles has been appointed to the Connecticut Domestic Violence Fatality Review Committee and he serves on the Board of “Families in Crisis; The President of Bloomfield Chamber of Commerce; The Hartford Symphony; The Conference of Churches (Chairman); and Chairman of The Boys & Girls Clubs of Hartford. An in-demand speaker, Charles has been a keynote speaker and panel member for the New England Fathering Conference, CT Principal’s Academy, The Connecticut Home-based Family Preservation Statewide Conference, and The Child Welfare Southern Conference. His publications include “The Crisis of Adolescent Pregnancy,” “Where are the Men to Raise the Boys?” and Afric-centristic Cultural Competence.” In 2013 Charles was listed as Connecticut Coalition Against Domestic Violence First 100 Member.

 

Charles holds an MBA in Marketing Management from the University of Hartford, an MSW in Casework from the University of Connecticut, and a BA in Sociology/Criminal Justice from Hampton University (VA). He is a Licensed Clinical Social Worker (LCSW) in the State of Connecticut, and is also a Certified Employee Assistance Professional (CEAP).

THE HISTORY OF RIS: FROM A SUCCESSFUL LOCAL FOCUS TO A NATIONAL VISION

Charles A. Frazier created RIS in 2010 as a social services agency, providing social services, management workshops, and marketing and leadership development strategies aimed at improving the quality of family life for the people of Greater Hartford. In three years, RIS tripled its space and became one of the premier agencies of its kind, with a reputation for excellence that spread beyond CT’s borders. With a team of over fifty highly-credentialed consultants boasting an average of twenty years of experience in family-focused concentrations such as “Supervised Visitation Services”, “Parent Education Services”, “Domestic Violence Offenders Services,” RIS amassed an impressive, growing client list that gained national prominence.
A successful long-term partnership with the Department of Children & Families (DCF) propelled RIS into a pre-eminent position in the social services realm, which resulted in widespread recognition. Leveraging its prestigious position, RIS formed partnerships with local and federal government principals, and has been officially designated as a federal government services provider.
National recognition opened new avenues of opportunities for expanded services for RIS clients in a changing, culturally diverse world. In addition to Social Services RIS has crossed business lines to offer programs in Professional Training in response to the growing need for proven expertise in new fields of concentration that the future world of work demands.
